1990 Civic Headlight Removal

Does anybody know if you have to remove the front bumper on a 1990 Honda Civic to remove the headlights? It looks like you don't have to, but i'm unsure. Any advice for this topic would be greatly appreciated.

in the bumper down at the bottom there will be turn signals, take them out and you will see the bolts holding the bumper on, also there are 2 screws in each fender well, you will need to take out

after the bumper is off there are 4 10mm bolts, 2 on top 2 on bottom
