I recently purchased a non running 1990 Integra LS. Car will run like a top if you jump the fuel pump to the plug under the seat! Thinking the PGMFI Relay was bad, I found the test procedure for making sure its working correctly and it is.
At the plug under the seat, when the key is turned on, there is 3.4 mv of power at the Yellow/Black wire. Tested the fuel pump output wire at the PGMFI Plug and that reads the same(3.4mv), there is no resistance in the relay at all.
 
The Fuel Pump Signal Wire from the ECU to the PGMFI Relay plug has no resistance. I can jump the pump from the PGMFI harness and the pump runs,
I did this test and all passed, the problem is that is goes to testing the continuity from the PCM plug to various things and its OBD1 specific.
