90 crx B16 obd 1 ecu is stock P30

Question i have a Air fuel guage in it ( I know it's not a true read on AF) but it's what the ecu is doing. My guage at a steady throttle will always swing from lean to rich? why does it do this? shouldnt it hold some what steady? if so what would cause the swing? from lean to rich?
