91 Civic dohc zc no start... HELP!!

I've had my car for about a year and a half now, recently hit a nice size stretch of water in the road and the car started running rough. The next day it would not start at all. The main relay is making a weird buzzing noise and not turning the fuel pump on, as well as getting no spark. Pulled the ignition coil, it was pretty swollen so we replaced it. Also put the timing light on it, no light. I'm leaning toward either the computer or the dizzy. Any advice anyone could give me would be extremely helpful.

*Swapped the main relay... nothing
*swapped the ignition coil... nothing
*timing light... no light
*checked the timing belt... still there

car is a 1991 civic hatch with a DOHC ZC engine.
 
check to make sure that the ground wire at the thermostat housing is clean and securely connected
 
I would take any of the electrical connections appart and spray with electronic cleaner.
Also, I would check your ignitor inside the dizzy. They can die if shorted from what I hear.
Should be able to google the instructions on how to test the ignitor.

ignition control module... next to the coil.. if the coil was shorted out, it could have taken out the icm...
