What OBD is the distributor? What engine harness mods did you do?

I may be wrong but I do not think you can use a LS dizzy on a B16.....

    Second O2? OBD2A ECU/motor???

Didn't know that there was an OBD0 ECU that needed two O2 sensors.

It hesitates with both distributors? (you spoke of a OBD0 B16 and OBD0 LS)

What is the Electrical timing right now?

Did you change the timing belt and maybe the mechanical timing is off a tooth?

    Any CEL codes?

    GSR b17 ecu is a p61 and it's obd1
    pr3 is a JDM b16 obd0
unless it's a pr3-j00 or the pr3-j51which came from the JDM integra xsi with a b16 and it's obd1 also. Check for the -j00 or -j51 after the pr3. If you have one of thoses ECU's then you will need an obd1 dizzy, or find the obd0 pr3 ecu. I hope this helped.

    get a multi-meter.
find the correct wire for the crank sensor.
    test it.

either you need a new dizzy, or theres something not hooked up/grounded correctly.
