95 civic dx swap question

i recently got a 95 civic dx couple with a 94 b18c1 gsr motor. The ecu currently is a p28. It was not wired for vtec so i wired it according to the pinouts. Is this the wrong ecu for the car? do i need the obd1 gsr ecu(p72) or what should i do to make it work properly. I do have a skunk2 manifold but it is not currently installed on the car. It is a project that i am trying to make run properly. Any help is greatly appreciated

p28 is a ex ecu its got vtec

so i will gain nothing off the p72?

it will run and drive off the p28, the p72 lets you use the IAB's if your using the stock intake manifold
