Can I just change out the valve cover(or top part) to a vtec head or what do i need to make my cx motor to a d15b SOHC Vtec?
 
yes and no... I would look up Mini Me Swaps :), they cost about $300- $500 depending on price of parts and would be alot easyer then ripping apart ya 1.5 block and finding D15B internals and a Head! :)
