98 civic cx hatch HELP!!!!!!!!!!!!!!!!

the other day i was goin down the road and it was raining an di hit a puddle and i think my engine hydro locked on me so i took the plugs out to see if it would turn over but it wouldnt tryed to rotate the engine by pullin it but it just dragged the front wheels anyone out there have any ideas i hope its not locked up

well i changed the oil and carged the batt and it started but then a few rocker arms wer tappin so i adjusted them and now for somereason im not gettin any spark any one have any ideas
