99 Dx Hatch - SiRII OBD1 ?

I am considering purchasing a 99 DX hatchback with a B16 SiRII swap in it. The guy used an ex harness to do it. Its OBD1.

Could someone tell me if this is a good swap or not, a dumb thing to do, etc..?

I read the swap articles but I couldnt really understand some of it.

SiRII is a trim level, like DX, VX, Si. It is commonly used to indicate a 2nd gen B16A. But you can get a OBD IIb B16A and it is a easy drop in.

if you have emissions testing it is not only a bad idea it is also illegal
