I have a 95 civic hb with a 1.5 litre motor and it's slower than rust. I also have a 89 accord with a 2.0 litre. That car is faster, Can i swap motors? If so will i need a harness? What else might i need?

sorry, now that I have had my laugh you really don't want to put that engine into your civic, I'm not even sure if it's possible, I don't think that there is a mount kit for it, and it's really just not worth the time.
A better choice would be to sell that accord and then save up some money and buy a d16z6 or get a b series swap, you would be much ahppier with the outcome and it would be alot less of a headache to swap it into your car.
