Valve train will give you the ability to do it, but it'll wreak havoc on your lower end. Your pistons / rods / etc were only made to spin at ~8k reliably. You'll greatly increase your chance of tossing a rod.

Why do you want to rev to 10k anyway? Your motor is going to stop making power around 8k and its a steep drop from there, unless you completely change the way the motor breathes and tune it out its going to be pointless.

However my all moter 13:1 LS-Vtec with ITB's according to the dyno graph just kept making power until 9500 rev limiter.

but you built the bottom end though with eagle rods or something. and build the head along with getting some decent cams.
