What would you recommend I wash the primer down with after wet sanding, just soap and water? Or just water because the soap will contaminate the paint to be applied?

Just water because soap leaves mineral deposits. You should try get the primer off by hand motion across the whole body of the car. And at the same time spraying water.

use a filter though so you dont get minerals the mister clean works great on just rinse
