are all p28 ecus made to run vtec

i found this ecu (p28) on ebay and the guys says that it is not for vtec, i was thinking he ment it came from a non vtec car.

will this ecu run my vtec in my d15b vtec engine?

to my knowledge all p28s are vtec ecu. i think homeboy is talkin out of his ass. might be a chevy guy.

p28's came out of 92-95 civic ex, civic si, and del sol si, all sohc d16z6 vtec engines. he doesn't have a clue.
