B16 breather tune hooked to pcv valve & sensor????

i recently picked up a crx HF b16 turbo swap and i noticed the brether hose runs over to pcv valve and a sensor. Now i'm not a honda genius so does anyone know why this was done and if it should even be there. As of right now the car is not running properly.
