B16A OBD1 jumper harness question

I have a 91 civic dx hatch with a OBD0 B16A converted to OBD1. My problem is i can't get vtec to work. i thought it was the solenoid but its not. i need to know where in the OBD1 jumper harness are the vtec wires supposed to be. the wires are tapped into the harness already, im just wondering if they're in the right place.

found pinouts!! have them in the right place. but vtec wont work.

any cel's? oil at proper level?

oil is always at proper level and i do have a check engine light. but its for my IAC. its messed up. i changed the whole vtec mechanism (vtec solenoid, oil pressure switch, the whole thing) and i took it off a buddies gsr. also changed the ecu, and ran new wires for vec. i just can;t find the problem.

is it posible that something is wrong with the head?
