So I have been driving my CRX-SI with a ODB2 B16B HYD LSD around for a some time now and am thinking that I have some kind of low geared trains from Japan.
In 5 th gear I am turning 4000 RPM’s @ 70 MPH and my MPG are kind of low but I cant keep my foot out of it to get a good MPG. for a tank of fuel.
Does this seem like a high rpm for the mph?
 
Nope, it's where it should be. When you get a a short geared SiR/GSR/Type R that's just how it is. You could swap it out for a LS/RS/GS integra 5th gear if you really wanted.

I got one more question LS/RS/GS are they the same ratio? If not which one would give me the lowest RPM’s ?
 
the ratios are similar but not the same if you want the best gear ratios for mpg i would recommend ls
