b18a1 89 ef, no low end power

I have an 89 effect with a b18a1 swap done by previous owner so I'm not sure if its cammed or not. The car idles perfect but there's no power below like (no tach so I'm just guessing) 4000 rpms. Whenever I hold the throttle about half way it just slowly goes until I get the rpms up then it sounds just like a vtec kicking in but its a stock ls motor and trans. It very very slightly hesitates to where you almost can't feel it but the exhaust note doesn't change at all nor does it smoke. The axles are bad but I don't think that has anything to do with it, i also have to ride the cluth for longer then normal to pull out on a slight incline. Any suggestions

Oh, and at full throttle it runs as strong as I would expect it to and with no hesitation at all

Timing may be off, check your cam and ignition timing to make sure its on.

Timing was my first thought but I have no timing light and I don't know how else to check it

easiest way would be to check out your cam gears at TDC and if they are pointing straight up then your timing should be fine
