after you try all the vacuum hoses, find another ecu and swap it out to see if that makes a difference.

True, but if you don't actually fix the problem then the CEL will come back and you'll end up in limp mode again.
 
my b16a1 swap was doing the same thing. It wouldn't let me go over 4000 rpm then bogged out completely. I toggled with the ecu connecting wires a couple times and it was a quick fix. something must have finally fried my ecu cause i got a new one and haven't hat that problem since.

try making sure all of your unused wires from your jumper harness or conversion wiring aren't bare wires that are touching the chasis or ground surface. I think that is what my problem ended up being.
