Backup ECU fuse keeps burning - Help!

I just swaped in a new D16z6 into my eg hatch, after throwing a rod in my old one. We got the swap done and everything hooked up, but the car didnt have any spark or fuel.

I was stumped until, i found that the backup fuse for the ecu (the one that resets the ecu if pulled for 10 secs) was burned.
so i tried swapping in a new 7.5a fuse (like it says in the manual) but it sparked and burned the fuse right away. I tried a few more just to be sure, but it did the same thing.

I figured that it was just a short circuit or ground issue, so i checked all the harnesses and wires but couldnt find anything. I even tried unplugging all of the harnesses that came out of the main relay, but the same thing happened...

Has anyone had this issue before? What should i check? What can i do?
