bars in bumper

i was wondering what these bars are in my bumper. Its the one that come from the driver side panal down into the center of the bumper then loops back tight and back to its orgin. My friend said it had something to do with the AC but i dont have AC. Also could this be moved/removed to mount an intercooler?

its a cooler for the power steering

thats what I thought it was. Could this be moved to another location and work just as well?

maybe .... or you could just rip out the power steering and loop the system

ditch the power steering and loop it/manuel rack.
