Yes, it has. They already went and filmed a few scenes in India (which rumors say have something to do with Ras Al Guhl), and now they're filming in London at a building that they've used for the last two movies as Gotham police headquarters. After that, I guess they're going to Philadelphia, which is what they're using for Gotham this time around instead of Chicago (probably got a better tax deal there)...
Oh my, that movie was horrible.
Just checked out JG-L in "lookout". Was a fairly decent flick, but i'm not overly impressed with his acting...
