Can I run this block on the street?

Hey guys I recently purchased a d16 block that was rebuilt... I'm reading I might not be able to drive it daily? Please shine some light on my situation! Here is what the block has:
The person before ran 12.64:1 C/R with the build

other than needing a good tune and having to run premium... why wouldnt you be able to DD that
