its a cb7 accord with an h22 and f20bhead after swap cant go over 4000 rpm and definatly no vtec any suggestions and the ecu id a p28 w/ neptune base map

Have u had the wires ran to your computer for the v-tec. If not u have to run the V-tec solenoid wire which is green and yellow (one wire) to your computer. Use pin A4. V-tec oil pressure switch, light blue wire gets ran to (one wire) to pin d6. Then the black and red (one wire) gets grounded somewhere. Also if u have a knock sensor on your motor u need the prelude plug off of a harness and then u have to run the wire to pin d3. If u have already had this done then I really don't know what your problem could be.

f20b head on an H-series short block? Is that even possible?

yea the F20B and the H22A are the same engine with the exeption of the 2.2L on H22 and the 2.0 on the F20B everything interchangeable
