What ECU are you using? If you're using an automatic ECU on a manual tranny car that could be the culprit...

I am having the same problem on my B20...Got under the hood and noticed that it was my throttle cable. The thingy the throttle cable connects too with all the springs wasn't going all the way down when I was off the gas, and it was causing it to idle between 2500-3000. I loosened that bolt and moved it back and now it's fine...

Maybe it's the same for you...Worth a look.

the vacuum lines can be hooked up and still leak.. while the car is running spray some carb cleaner around the base of the intake manifold, throttle body, sensors and vacuum lines... if you have a leak it'll start to die out when you spray where the leak is

There can still be leaks. Also, leaks can come from gaskets or components not being tighted all the way(like IACV, throttle body, intake manifold, etc.)

If your idle is perfect, and you unclip the IACV, the idle drops and usually struggles.

By unclipping the IACV to get an ideal idle, you're just band-aiding the problem.
