Civic engine problems

Hi i have a 93 civic hatch Dx.
the problem is is that when i am in 1st gear the the car dosn't acclerate smooth
after a few thousand rpms you can feal the engine start to kick in
when i drive in the rain you can really tell because when i floor it it dosn't get rubber and when the engine kicks in i get rubber
it kinda feals like vtec but i know it is not a vtec engine

if anyone has had this happen or can tell me how to fix it please respond thanks

Sounds like a fuel filter/fuel pump problem. Sounds like it is starving for fuel at idle and under load.

Try changing the fuel filter. Check fuel pressure and volume that the pump is putting out.
