Crx bogs down when braking

So I finally got my car running after sitting for a while. Now whenever you press the brake down, the motor idles kinda high, then when you let go of the brake pedal it drops down to about 400 rpm and almost stalls out. All the brakes are bleed...pedal is hard when the car is off and a little spongy when on. The ebrake doesnt engage either (needs to be tightened?) incase thats important. Also I replaced the wheel cylinders... thats about it.

vaccum leak or bad brake booster or tps doesit do it when its at idle
