Daytime running lights

Yo I got a 95 civic Si and it came with daytime running lights recently I was leaving the vehicle and I the lights wouldnt turn off plus the heat controls would still work and the rear defoster. is there a fuse or wires thats connects these some how I think its maybe a bad ignition Im really not sure does anyone have any helpful advise

are you sure the ignition was in the off position?

i've seen them get worn so you can pull the key out without it being "off"
