So why didnt other P2P programs and torrent sites think of this a long time ago? lack of $$ or what?
 
finding a reliable server in another country that speaks another language an uses a different currency and is somewhat fast and has a good server warehouse/facility/no downtime is a difficult task.

dont forget, most people in china ride bikes and carry baskets on their heads still in the outskirts. the cities are 'normal' but even still, theres no law to govern it.
