does vtec only engage when the engine is at operating temp?

From what I have heard , YES

yes. your motor needs to be at a certain predetermined (ECU) temp and oil pressure for vtec to engage, if it running from the ecu. if you have vtec hooked up to an RPM switch(ie MSD) the no, it will engage either way.
