ECU doesnt seem to get power

I dont think the ecu i've put in the car is working. I checked the fuses and grounds in the engine bay. Is there a fuse under the dash? The ecu works fine in my del sol.

When I turn on the car, it cranks, i hear the fuel pump, but i dont get any fuel. I dont get an CEL even when i jump the service connector. It seems to me that my ECU is not getting power, but I'm open to other ideas.

The car is a 97 teg

If your car is getting fuel and cranking, the ecu is getting power.
Is your CEL-lightbulb burned out?
Checked for spark?
