EF with obd1 conversion not running correctly

i am having problems with my ef si i bought this ef si with a jdm d15b in it and the rpm with not go up past 3500 and i have all ready tryed a new dizzy and ecu i need some help i am thinking it is the wires to the dizzy cuz they are cut if and one knows and it is all so throwing a code 4 crank angle sensor
