Yea i got a 95 civic EG with a b16A SIR-II and when im driving and then i come to a complete stop the engine goes from 1k-1.4k rpm down to 500 rpm and sometimes might cut out.
Either its a bad vacuum line (which would cause erratic idle), or it could be be your idle air control valve. Anything other than that - it could be electrical, or ignition related.
