yes there are different kinds of bows
there are formal and informal bows of greeting, acknowledgment, and respect between peers... and there are bows of submission
a mutual bow of equal depth and length between both parties would be a sign of mutual respect not of submission or weakness

notice that they both offer bows of a slight lowering of the head and slight bend at the waist
this is a show of mutual respect
if only one party bows, then the bowing party is expressing submission (weakness) while the non bowing party is expressing superiority (strength)
now note the bow between Obama and the Emperor of Japan
unless Obama asked asked the emperor to check him for male pattern baldness, id say that is a VERY deep bow (submissive/weak) he is practically 90 degrees
notice that the emperor is not bowing (superior/strong)
