this w/ install will cost my boss $2026.89

what would be another route...to spend the money wiser...he makes tons of cash but does not want to spend more than 3k and turbo is not an option and no piston upgrade for know.. please i'll take any suggestions...do you guys think this will get a 60 hp gain?

no,all of that stuff wont gain u 60 horsepower...it might gain u 30 or 40 though...

60 crank hp, or 60 whp?

You won't get 60whp for under $3000. You MIGHT get 60 crank hp, but talking in crank hp is worthless anyway.
