H22a OBD II JDM ECUs

I have heard from an importer that the JDM ECUs that come with OBD II H22a engines cannot be read by the equipment used in emissions tests in North America and that it is necessary to use a USDM ECU. Anyone know if this is true?

I want to put the H22a into a replica of a 1957 Porsche 356 Speedster and it needs to pass emissions in Las Vegas, Nevada.

Thats true cause JDM specs are totally different from USDM specs.
