Help 91 LX won't start

I have a 91 lx civic I'm selling it and it's been sitting for about 3 weeks and won't start its getting spark but it dosen't seem like its getting fuel so I checked the ecu and I got 16 short blinks and I know a 16 ussally means its a fuel injector code but thats if its 10 long and 6 short if anybody knows or has any ideas why I'm getting this code or it won't start awnsers will be appreciated

does it flash 16 times short, no pauses? Or is there a short break between flashes? I'm just wondering if you are adding the flashes of two codes.
