help car running rich or lean??? code 45

hey whats up i have a 99 civic dx with the mini me swap ex ecu im getting code 45 the book says its ether running to rich of too lean what can be the problem i don't know what to do thanks alot

it has a strong smell (gas) im sure its running rich but why i don't know
