Help Me!!!!

My 93' civic hatchback cant pass the emissions test, I had the CAT replaced but it didnt help at all. I have to get this done because I cant transfer the title until I pass the emissions test. I dont know what the problem is, do I need to replace the engine.

they should tell you the problems when you run it at the emissions place...

do you have any check engine lights??
