Help with my B18c in 2000 SiR

I just bought a 2000 civic SiR and it has a B18c JDM engine in it im pretty sure, the only thing is i cant hear the scream of the VTEC like in some other cars, is this a problem if so is it fixable , or if its just normal behavior.

maybe it dont sound as good cause its stock intake has silencers and shizzle get an intake on it

if vtec is engaging there still should be a significant sound difference

what rpm is the vtec supposed to kick in at in a b18c becuase i dont really notice, and would the engine run if the vtec isnt working?possibly not engaging if so can i fix that
