What do you call winning the lottery, then? You have to pay oodles of tax on the money you win.

Same goes for any game show on television. You win prizes, you pay tax on them.

You're right IF the gift is to a family member

My dad can write his cars title over to me as a gift and I will not have to pay taxes, do inspection, or get new tags.

HOWEVER if he were to give that car to my cousin then he would have to pay full tax. have the car reinspected and buy new tags.
 
They should just sell the car, pocket the money, pay the tax and buy a Kia SUV or Hyundai sedan.
