How do I read my CEL Codes?

    I have a 96 civic hatchback with a b18c1 swap. My CEL is on but when i try to jump the wires to read the code, I turn the ignition to on and the CEL doesnt even show. It is off the whole time when I want to read the code, but when i disconnect the paperclip from the wires, the CEL pops up like it should when i turn the ignition to the on position. Whats the dealio?

    Bad ECU? It should flash...

    hmm i wonder. i really hope not. but i took the paper clip out that i used to jump the wires and the CEL turned on like it should when you turn on the ignition so its working. it just doesnt turn on and flash when i jump the wires

    ok so idk if it has anything to do with it but, im trying to read cel codes from the obd1 ecu on a obd2 wire harness cuz my shell is 96. confused
