How easy to swap a D15z1 into a 96-99 civic?

Hello,
I'm interested in swapping the Civic Vx engine (D15z1) into a 96-99 gen civic for fuel economy purposes. I know that swapping the VX engine into a 92-95 civic is very easy, since that's the car it was originally designed for, but how difficult is it to do the swap in a 96-99?

like here in the DFW it wont pass since its a obd I motor in a obd II car
