How to check CELS on OBD1 converted vehicles

I've searched schematics for like 12 hours strait, I cant find the other wire that needs to be jumped with A13 to check my CEL. Somethings going on with it, its redlining at 3k. But, if i shut off and restart real fast, it will act normal as long as Im raping it. when I cruise again or decel, light comes back on, then its back to rich running, 3K fuel cutting gheynes


Oh yeah, car in question is 1990 Civic Std- D16Z6 swap, OBD1 converted on a P06, 1200 miles on swap, first problem.
 
just jumper the service connector that you jumper to set the ignition timing - the service connector ECU pin on OBD1 is D4 - Check Engine Light is A13
 
its a plug

its under the glove box all the way to the right side
