How to control boost

I was wondering if I purchased this kit, Tuner Toys Turbo Specialties "Superior" Turbo Kits For B Series Engines it does not come with a boost controller, how do I make the turbo only give me 6 pounds of boost, and how does it differ from a boost controller?
