Measure the voltage coming out of the middle wire on the tps plug. You should read .49 volts at idle, and 4.5-5 at WOT. Make sure the little arm on the tps is mounted in the little slot on the throttle body side. It is designed to have some play in it so you can get the voltage close by rotating the sensor till you see .49 volts.
To fine tune it, you can adjust the throttle stop screw on the other side of the TB to make small adjustments. After that, use the idle control screw on the top side of the TB to adjust the idle to 750.
