i need help

I have a very annoying problem. whenever i turn on my headlights on at night time, my headlights flicker a bit. it would slightly dim then brighten then dim again but it would never fully turn off. at first i thought it was just the head lights but i can see the same thing happening in the gauge cluster and my radio. i have a 98 honda civic dx and i really want to know what this is because i just bought an 99 B18b1 ls motor that i want to swap in very soon and i wanted to know if anyone had this problem and what it is?
