Idle Problem

I have a jdm typer motor in my 93 vx when the car is cold i have irratic idle like from 600rpm to 2000rpm but when the car gets up to opperating temp the irratic idle is gone
does anyone have any ideas what it could be

what ECU are you using?

obd1 cars generally use a wax type fast idle assembly and obd2 somehow are controlled by the ECU.
