idle speed wont go down!

My 90 dx (1.5) ildes too fast! After its warmed up, its at 1900rpm
And when cold, it doen not run good from 1000rpm to 2500rpm. in this range, the rpm jumps up and down, also doesn this when warmed but not as bad.

I'm not sure if your car has an FIV (fast idle valve) but if it does, I suspect thats the culprit

make sure you are completely full of coolant - open the little bleed valve at the thermostat housing and pour coolant into the radiator until it seeps out the valve and then close valve. 9 times out of 10, fluctuating idle is due to low coolant level.
