idle too high

my 96 civic hx has recently began to idle at 1600 rpms when it should idle at 700. it always happens when i start the car, sometimes it goes back down, other times it doesnt. i recently fixed a problem with my revs bouncing around 30-40mph. it turned out that it was my gascap. im wondering if there are ways to fix it or find the problem. if you can help please email me at paco_taco_30@hotmail.com

fast idle valve i think is what its called. my car does that but drops once the engine gets warm enough.
