Okay my intrument panel is out. i can't drive or race at night. i took it out and can't find the bulb. any one knows where the bulb is? If it's a blown fuse, which fuse could it be?

Keep it out, you shouldn't be racing at night anyway.

On a serious note, the bulbs are plugged into the back side of your gauge cluster.

if the whole cluster it not lit then it is problly a fuse, in which case check your fuse box and it should tell you, if theres just a gauge thats not working then its probablly a bulb.
